Duties and Responsibilities: GENERAL POSITION SUMMARY: Assist the Engineering Manager in the identification, design, implementation, monitoring and reporting of the assigned component of the engineering activates on the KIWI program in the assigned districts.ESSENTIAL JOB FUNCTIONS: Engineering: 1. Develop and maintain good relationships and lines of communication with relevant local communities, explaining MC’s role as an NGO and liaising with them during all phases of the project. 2. Using agreed upon survey methodologies and established prioritization criteria, assist the engineering manager to identify suitable locations for the implementation of the KIWI engineering activities in the districts. 3. Guarantee community involvement at all phases of the project (identification, design, implementation, and monitoring) to ensure the development of community ownership for the projects. 4. Assist the Engineering Manager to develop plans for the implementation of the KIWI engineering project in the assigned district. This should include plans and rationale for projects (including technical designs), plans for material and work schedules (timelines) for the various phases of the project. 5. Assist the Engineering Manager in the implementation of projects as planned according to developed technical standards, schedules and timelines. 6. Report any variations or problems with implementation of projects (in regards to staffing, costs, schedules, technical matters) to the Engineering Manager. 7. Ensure full adherence to the MC security plans and protocols conscientiously respecting the declared ‘go and no-go’ zones ensuring that staff respects them. 8. Supervise the procurement of any materials needed through a competitive and transparent bidding process following the MC polices design for this purpose and together with the Procurement Officer ensures that they are safely stored until they are use. 9. Assist Engineering Manager in the exceptional case of highly technical projects, organize a competitive bidding process to select the most qualified 10. Coordinate with local authorities to obtain all licenses needed. 11. Ensure that there is community contribution during the implementation phase either through labor or in kind financially. 12. Provide feedback to the Monitoring and Evaluation system in order to asses the effectiveness of the projects and impact and propose recommendations for improvements. 13. Provide regular written and verbal reports to the Engineering Manager on infrastructure development activity. 14. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission in Afghanistan. 15. To close work with the Community Mobilization team and to identifying community needs and insure that the processes of selecting list of project priorities is demand / driven. |
